Nominations are not open. This page mirrors the approved planning artefact but remains a pre-launch working policy, not final legal advice or a binding offer. The judging panel must be confirmed before the final terms are adopted and submissions are accepted.

Promoter
The promoter is Peter Reginald trading as Digital Sanctum (ABN 57 221 340 918), a sole trader based in Ivanhoe, Victoria.
1. Campaign model
Heart of Ivanhoe is designed as a free, merit-based community award. It is not a random draw, raffle, lottery, public vote, or popularity leaderboard.
2. Campaign period
All dates and times are Melbourne/AEST unless otherwise stated.
- Nominations open: 12:00 AM, 1 August 2026.
- Nominations close: 11:59 PM, 12 September 2026.
- Finalists contacted: week commencing 14 September 2026.
- Finalists announced: 22 September 2026.
- Winner announced: 1 October 2026.
3. Working business eligibility
The planned campaign is for a business that holds an active ABN and physically and meaningfully operates from Ivanhoe or Ivanhoe East, Victoria 3079. The working policy includes locally owned independent businesses, sole traders, social enterprises, and locally owned franchises. The minimum operating period and complete exclusions remain subject to final approval.
Recommended exclusions include Digital Sanctum and related entities; employees, contractors, judges and their immediate families; businesses controlled by a judge; corporately owned national chains; businesses principally operating outside postcode 3079; unlawful, discriminatory, deceptive, or seriously unethical operators; and businesses that cannot reasonably use the final prize.
4. Nominators and self-nominations
A nominator must be at least 18, use a genuine name and contactable email, submit personally, have direct knowledge of the conduct described, and accept the final terms. The nominator does not need to live in Ivanhoe.
Self-nominations are planned to be allowed when clearly disclosed. They receive no advantage or penalty.
5. Nomination content
A valid nomination will require nominator details, the relationship to the business, verifiable business details, a specific example of care or community contribution, truthfulness confirmation, and acceptance of the final terms and privacy notice. Generic, automated, defamatory, fabricated, misleading, or spam submissions may be rejected.
Photo uploads will not be requested in the initial form. Approved images will be obtained from businesses that agree to public participation.
6. Multiple nominations
A person may nominate more than one business but should submit no more than one nomination for the same business. Multiple nominations can add evidence, but nomination volume is not a judging criterion.

Judges assess the quality and credibility of evidence, not nomination volume, social reach, business size, or revenue. The planned tie-break order is community contribution, customer care, independently verifiable evidence, then a documented panel decision. There is no random draw.
8. Panel and conflicts
The panel has not been appointed. The working model is one Digital Sanctum representative and two independent representatives. Judges must declare actual or perceived conflicts and must not score a conflicted business. Judging records and conflict declarations will be retained.
9. Nominee gallery and finalists
A business may appear publicly only after moderation and appropriate confirmation. The public gallery may contain the canonical business name, category, suburb, public website or social link, approved description, approved image, and public state.
It must not expose nominator identity, nominator contact details, raw stories without permission, private allegations, per-business nomination totals, judges' individual scores or comments, or rejected businesses.
Up to five finalists may be selected. Finalists are unranked and must confirm eligibility, approve public details, and consent before publication.
10. Prize
The planned prize is an in-kind Digital Sanctum Digital Growth Package. The final inclusions, delivery caps, third-party costs, page and template limits, revision limits, responsibilities, hosting and domain arrangements, support period, delivery timeframe, expiry, and value are not yet approved.
No dollar value will be advertised until each line item is supported by Digital Sanctum's genuine rate card or other reasonable evidence and the Prize Schedule is adopted.
11. Prize restrictions
The working policy is that the prize is not cash, is not redeemable for cash, and cannot be sold or transferred without written approval. Work outside the final Prize Schedule requires a separate quotation. Intellectual property and third-party licences will be defined in the final service agreement. Nothing excludes rights that cannot lawfully be excluded under Australian Consumer Law.
12. Privacy and marketing
Nominator information is collected and handled in accordance with the Heart of Ivanhoe Campaign Privacy Notice. In summary: data is collected to validate and administer nominations, is not sold or shared with third parties, and is retained for 12 months after the winner announcement before deletion or de-identification.
Campaign updates or Digital Sanctum marketing require a separate, optional, unticked consent at the time of nomination.
13. Winner verification and acceptance
The provisional winner will be contacted privately and given five business days to confirm eligibility, accept the prize, sign the final Prize Schedule or service agreement, and consent to the announcement. If the provisional winner is ineligible, declines, or cannot reasonably participate, the panel may select the next highest-scoring eligible finalist from the recorded scores.
14. Changes and cancellation
The final terms may allow reasonable changes required for security, fairness, law, or circumstances outside the Promoter's control. Material changes should be published and should not materially disadvantage participants without good reason.
